Is it better to shave firts or wash your face with a cleansing scrub first?

Say you just get out of the shower, is it better for your skin to shave and then wash it with Clan and Clear or wash it first and then shave? I want to avoid breakouts at all costs and he heard that the order in which you do things can affect the way your skin reacts.
