What is the best eye-make to use to hide brownish coloured puffy eye bags?

I’m sixteen, asian, with big eye bags. They are brownish coloured and puffy. Which make-up products are best to cover them up? I’ve tried getting rid of them by sleeping, drinking lots of water and putting cucumber slices + cold spoons over them, but nothing seems to work. Please help! Do I use concealer or illuminator? :S I’m really confused!
